Resumen
Las políticas industriales para generar el cambio estructural en la economía están de vuelta en casi todo el mundo. A pesar de las críticas y el pesimismo sobre su eficacia, los gobiernos tienen una política, explícita o no. En este artículo se revisa la controversia entre diferentes corrientes de pensamiento económico. La tesis es que es necesario una política industrial moderna que no implique una selección de ganadores. En Colombia, la Política de Desarrollo Productivo (PDP) ha llegado a la conclusión de que el cambio estructural solamente es posible si se solucionan los obstáculos en productividad en función de las vocaciones productivas regionales.
