Resumen
El artículo identifica los vínculos existentes entre redes municipales transnacionales y acuerdos adoptados a nivel internacional en la arena medioambiental. Se da por hecho que las redes municipales transnacionales apoyan la acción medioambiental global y el proceso de desarrollo sostenible, sobre todo dando acceso a recursos, asesoramiento técnico o conocimientos, ¿pero hasta qué punto acuerdos internacionales como la Convención Marco de las Naciones Unidas para el Cambio Climático, el Acuerdo de París o el Convenio de la Diversidad Biológica guían la acción de estas redes? Con este trabajo se busca conocer si las redes se están convirtiendo en motor de la aplicación de las decisiones internacionales. El trabajo recurre al análisis de contenido para revisar los objetivos, la misión y los documentos publicados por dos redes en particular, ICLEI y Mercosur, en busca de la conexión con el nivel intergubernamental. El artículo contribuye al entendimiento del papel de las redes municipales transnacionales en la gobernanza medioambiental, identificando a través del razonamiento abductivo una difusión de normas del plano internacional al local, y poniendo de manifiesto el papel de los actores internacionales, estatales y locales.
