Neoclassical Foundations of Protectionist Policies

Resumen
Este artículo examina los fundamentos neoclásicos que justifican las políticas proteccionistas en el comercio internacional, a pesar del predominio teórico del libre comercio. A través de una revisión sistemática, identifica modelos que —bajo condiciones específicas— recomiendan (enfoque normativo) o explican (enfoque positivo) el proteccionismo. Se demuestra que estos argumentos, estructurados en cuatro casos normativos (externalidades, poder de mercado, distorsiones domésticas e ineficiencia redistributiva) y una teoría de economía política, son teóricamente sólidos y empíricamente relevantes. La conclusión cuestiona la asociación exclusiva entre neoclasicismo y liberalismo, evidenciando la capacidad de este enfoque para analizar realidades proteccionistas.
